چکا ہے اور آئندہ بھی امید ہے۔ صدر جوبائیڈن نے کہا ہے کہ افغانستان میں جنگ
امریکہ کے مفاد میں نہیں تھی جسے بہت عرصہ قبل بند ہو جانا چاہئے تھا۔ جوبائیڈن کا
کہنا درست بھی ہے کیونکہ امریکہ نے اپنی اس طویل جنگ میں اربوں ڈالرز ضائع کر
دیئے۔ شاید امریکہ کو اس سے کوئی فائدہ ملا ہو جو منظرعام پر نہیں لایا گیا لیکن
بظاہر یہی دکھائی دیتا ہے کہ امریکہ کو افغانستان میں ناکامی کے سوا کچھ نہیں ملا۔
جوبائیڈن کا کہنا تھا
کہ فوجی انخلا کا فیصلہ انہی کا فیصلہ ہے اور درست سمت کی جانب ایک قدم ہے۔ اب یہ
جنگ ختم ہو چکی ہے، چونکہ اب سرزمین پر لڑائی لڑنے کا وقت نہیں رہا اسے اب سفارتی
میدان میں لڑا جائے گا۔ یہ لڑائی اس وقت ختم ہو جانی چاہئے تھی جب مئی 2011ء میں
اسامہ بن لادن کو کیفرکردار تک پہنچایا گیا اور القاعدہ کا قلع قمع کیا گیا۔ انہوں
نے یہ بھی کہا کہ 11 ستمبر 2001ء کے امریکہ کے خلاف حملوں میں القاعدہ ملوث تھا
لیکن یہ دہشت گرد گروہ افگانستان کی سرزمین سے وار کررہا تھا جسے نیست ونابود کرنے
کی ضرورت تھی اور یہ کام ہم نے بخوبی انجام دیا۔
جب دنیا میں برطانیہ کا
سورج طلوع تھا اور یہ کہا جاتا تھا کہ برطانیہ کا سورج دنیا میں کبھی غروب نہیں
ہوگا۔ اس وقت برطانیہ نے افغانستان پر دنیوی مفادات کےلئے قبضہ کیا تھا لیکن زیادہ
دنوں تک برطانوی سامراج اپنے قبضے کو باقی نہیں رکھ سکا اور اسے افغانستان کو
چھوڑنا پڑا۔ روس نے بھی افغانستان پر قبضہ کیا اور اشتراکی نظریے کو پروان چڑھانے
کیلئے افغانستان میں نہ وہ اشتراکی حکومت کو قائم رکھ سکا اور نہ بہت دنوں تک لڑائی
جاری رکھ سکا۔ اس احساس شکست کے ساتھ اس کی فوجوں کو واپس اپنے ملک جانا پڑا، روس
ٹکڑے ٹکڑے ہو گیا، ماسکوں میں کمیونزم پریشان حال ہوا، اشتراکی نظام کا بھی روس سے
خاتمہ ہوگیا۔ 20 سال پہلے افغانستان پر حملہ کرنے سے پہلے امریکی انتظامیہ نے جارج
بش کی قیادت میں نہ ویت نام کی اپنی شکست سے سبق سیکھا اور نہ افغانستان کی تاریخ
سے کوئی سبق حاصل کرنے کی کوشش کی۔ دنیا کی آج بھی امریکہ کو سب سے بڑی سپرپاور
سمجھا جاتا ہے لیکن امریکہ کو بھی بڑا بے آبرو ہوکر افغانستان کے کوچے کوچے سے
نکلنا پڑا۔
طالبان کے ترجمان نے
صاف صاف اعلان کیا کہ امریکہ سمیت تمام ممالک کو اپنی فوجیں 31 اگست تک افغانستان
سے نکال لینی چاہئیں ورنہ نتائج بہت خطرناک ہوں گے۔ یہ اعلان جاری ہونا تھا کہ
امریکہ سمیت تمام عالمی طاقتوں کو اپنے فوجوں کو افغانستان سے نکالنے کے لالے پڑ
گئے۔ آج سے پہلے کبھی کسی نے ایسے انداز میں دنیا کی سپرپاور کو نہیں للکارا تھا
اور پوری دنیا طالبان کے اس بیان کے بعد سر پکڑ کر بیٹھ گئی اور افغانستان سے اپنی
فوجیں نکالنے کیلئے پاکستان کا سہارا ڈھونڈنے لگیں۔ اس موقع پر پاکستان وہ واحد
ملک نکلا جس نے تمام ممالک کو تسلی دی اور نہ صرف تسلی دی بلکہ افغانستان سے ان کے
شہریوں اور فوجوں کو نکالنے کیلئے عملی اقدامات بھی کئے اور ہزاروں کی تعداد میں
غیر ملکیوں کو افغانستان سے نکال کر اپنے ملک میں پناہ دی جس پر پاکستان کے کردار
کی تعریف کرنا ضروری ہوگا۔
امریکی انتظامیہ نے بھی
اپنے فوجیوں اور شہریوں کو نکالنے کیلئے سی آئی کے سربراہ کو طالبان سے ملاقات
کیلئے بھیجا۔ ملا برادر نے امریکہ کی درخواست مسترد کردی اور دنیا نے آخری امریکی
فوجی کو افغانستان سے نکلتے دیکھتا۔ اس وقت امریکہ کی جو انتظامیہ ہے اس میں سابقہ
انتظامیہ کے سربراہوں کی طرح غلط سیاسی سوجھ بوجھ نہیں ہے بلکہ حقیقت پسندی ہے اور
خاص طور پر امریکی صدر جوبائیڈن کی خارجہ پالیسی اس وقت زمینی حقائق پر نظر رکھتے
ہوئے واضح جا رہی ہے۔ امریکہ نے اعلان کیا ہے کہ طالبان سے اور ان کی حکومت سے وہ
تعاون کرتے رہیں گے اور افغانستان کی مدد کے لئے غیر سرکاری تنظیموں کا سہارا لیں
گے جو کہ ایک بہتر حکمت عملی شمار کی جاسکتی ہے۔
کہتے ہیں کہ سیاست میں
نہ آپ کا کوئی مستقل دوست ہے اور نہ کوئی مستقل دشمن۔ طالبان نے بھی امریکہ سمیت
تمام عالمی برادری سے اچھے تعلقات قائم کرنے کی امید کا اظہار کیا ہے اور عملی طور
پر وہ افغان حکومت کی تشکیل نو میں اس بات کو ذہن میں رکھتے ہوئے اقدامات کر رہے
ہیں۔ افغان حکومت میں خواتین کی نمائندگی کو بھی یقینی بنایا جا رہا ہے اور تمام
افغان شہریوں کو باور کرایا جارہا ہے کہ انہیں افغانستان میں کوئی خطرہ نہیں، وہ
اپنے شہریوں کی جان و مال کا تحفظ یقینی بنائیں گے۔ یہاں قابل ذکر بات یہ ہے کہ
تمام ممالک کے سفارتخانے افغانستان میں اپنے امور سرانجام دے رہے ہیں سوائے بھارت
کے۔ بھارت نے افغانستان میں سازشیں کرنے میں اولین کردار ادا کیا اور جب طالبان نے
افغانستان پر اپنا کنٹرول سنبھالا تو بھارت وہ پہلا ملک تھا جس نے افغانستان سے
جلدازجلد اپنا سفارتی عملہ نکالا اور افغانستان میں اپنا سفارتخانہ بند کردیا
کیونکہ افغانستان میں نریندر مودی آر ایس ایس کا نظریہ پروان چڑھانے کیلئے اور
افغانستان پر کنٹرول سنبھال کر پاکستان کےخلاف سازشیں کرنے میں مصروف تھا جس سے
طالبان بخوبی آگاہ تھے اور جب طالبان نے کنٹرول سنبھالا تو بھارت نے وہاں سے نکلنے
میں ہی عافیت سمجھی۔
