پرست سیاسی جماعت بی جے پی کے زیر حکومت ہیں اور کچھ ریاستیں غیر بی جے پی سیاسی
جماعتوں کے زیر حکومت ہیں لیکن بی جے پیوالوں کو یہ شدید ناگوار گزر رہا ہے کہ
وہاں غیر بی جے پی حکومت کیوں ہے؟ جہاں بی جے پی کی حکومت ہے وہاں ان کے فسادی
انتہائی متحرک و فعال ہیں۔ پھرپولیس اور انتظامیہ بھی حکومت وقت کی ذہنی غلام بنی
ہوئی ہے۔ وہاں کی عدلیہ بھی حکومت کے تابعدار ہےاور خود حکومت تو کھلے طور پر مسلم
مخالف بیانات دینے میں سرفہرست ہے۔
حیرت اس بات پر ہے کہ وطن عزیز کے دانشور طبقے میں کچھ
افراد اس حکومتی منافرت بھرے عمل میں برابر کے شریک ہیں تو کچھ خاموشی اختیار کرنے
میں ہی اپنی بہتری تصور کرتے ہیں۔ جب کسی ملک کا دانشور طبقہ ظالمانہ طرز حکومت پر
خاموشی اختیار کر لے تو سمجھ لینا چاہئے کہ اس ملک کا کچھ ہونے والا نہیں ہے۔
کیونکہ ہر عہد میں مظالم مخالف تحریک چلانے والا یہی طبقہ ہوا ہے۔ اس حقیقت سے بھی
انکار نہیں کیا جاسکتا کہ ایسی تحریک چلانے والے دانشوروں پر بھی مصیبت کے پہاڑ توڑے گئے۔ کتنوں کو عقوبت
گاہوں میں ڈال دیا گیا تو کتنوں کو اپنی انا کی بھینٹ چڑھا دیا گیا۔ پھر بھی اس
دانشور طبقے نے مظالم کا خاموش تماشائی بننا گوارہ نہیں کیا اور اپنا فرض منصبی
تصور کرتے ہوئے ظلم کے خلاف تحریک چلائی۔ انہیں تحریکوں کا یہ اثر ہوا کہ اکثر
تحاریک انقلاب میں بدل گئیں اور وہاں سے ظلم کا خاتمہ ہوگیا لیکن یہ انتہائی
افسوسناک امر ہے کہ اب ارض ہند پر دانشور طبقہ بھی بہت زیادہ خوفزدہ ہے کیونکہ
ابھی سے کچھ سال قبل ہی کئی دانشوروں کو بڑی بے دردی اور سفاکی کے ساتھ قتل کردیا گیا۔
دنیا لاکھ دعویٰ کرے اور بھارت کی زندہ دلی کے قصیدے پڑھے
اور بھارت میں ہونےوالی مذہبی انتہاپسندی اور فرقہ واریت پر اپنی آنکھیں بند کرلے
لیکن حقیقت یہ ہے کہ ہر شخص کو موت سے خوف ہوتا ہے، ہر شخص کے اہل خانہ، بال بچے ہوتے
ہیں جن کے مستقبل کی فکر ہوتی ہے۔ ایسے حالات میں اچھے سے اچھا اور بڑے سے بڑا کلیجہ
رکھنے والے شخص کا دل بھی لرز اٹھتا ہے جب اس کی آنکھ کے سامنے اس کے اہل خانہ اور
بچوں کو مار دیا جائے اور یہ سب کچھ نام نہاد جمہوریت اور اقلیتوں کے تحفظ کی قسم
کھانے والے ملک ہندوستان میں ہوتا ہے۔
آر ایس ایس والوں کو ہندو مسلم سے کوئی غرض نہیں ہے۔ یہاں
یہ واضح کرنا ناگزیر ہے کہ یہ مودی اور شاہ کمپنی کو اپن ے پیش رؤں کے مقاصد و
منشا سے کچھ لینا دینا ضرور ہے۔ ان کا مقصد معاشرے کو بانٹ کر اپنے حق میں کرنا ہے
تاکہ ان کا ووٹ بینک مستحکم سے مستحکم ہوتا جائے اور ان کی کرسی کو استحکام کے
ساتھ ساتھ دیرپائی نصیب ہو۔ اسی غرض کے تحت مودی حکومت نے منی پور کے معاشرے کو مذہبی اور
اقلیتوں میں تقسیم کرنے کیلئے نہ صرف فساد برپا کروایا بلکہ اسے مسلسل تین ماہ تک
جاری رکھا جو تاوقت تحریر جاری وساری ہے۔ کسی بھی حکومت کیلئے واقعی کس قدر
شرمندگی کی بات ہے کہ اس کے عہد حکومت میں اس کے زیر حکمرانی مقام پر کسی بھی قسم
کا فساد برپا ہوا ہو۔ اگر ایسا ہوتا تو حکومت فوری حرکت میں آتی اور اپنی مشینری
کے ذریعہ بلاتاخیر اس پر قابو پانے کی کوشش کرتی تاکہ جانی و مالی نقصان کم سے کم
ہو لیکن افسوس مودی حکومت میں یہ حالات خودپیدا کئے گئے۔
ہندوستان کی معیشت کو آج زوال ہے اس میں استحکام کبھی بھی پیدا
نہیں ہوسکتا۔ اس کے باعث ہندوستان کے دیگر گروہ کے افراد کی بھی اقتصادی حیثیت
مستحکم نہیں ہوسکتی۔ اس طرح اس مذہبی منافرت کی آتش جاں سوز میں مکمل ہندوستان جل
کر خاکستر میں تبدیل ہوکر رہے گا۔ بلاشبہ یہ حالات سچے ہندوستانیوں کیلئے کسی برے
خواب سے کم نہیں ہوں گے لیکن آر ایس ایس والوں کیلئے یہ باعث جشن ہوگا کیونکہ
منوسمرتی میں درج ہے کہ عوام کو محتاج بنا کر رکھو تاکہ وہ کبھی نہ سر اٹھا کر
اپنے حقوق کا مطالبہ کرسکیں اور نہ ہی انقلاب برپا کرنے کے سلسلے میں سوچ سکیں۔ یہ
تو منوسمرتی کا صرف ایک باب ہے اگر مکمل منوسمرتی کو ہندوستان کے آئین کے مقام پر
تسلیم کرلیا جائے تو مسلمانوں کو تو چھوڑیئے، ویش اور شودر ذات والوں کا کیا عالم
ہوگا؟
ہندوستان کو ہندوراشٹر میں تبدیل کرنے ک ی کوشش اسی منشاء
کے تحت ہورہی ہے یعنی اقلیم ہند پر وہی قدیم برہمنی حکومت قائم کرنا جس میں سب اور
سب کچھ صرف برہمنوں کی سیوا کیلئے ہی ہوں گے۔ یہ روز رونما ہونے والےفسادات کو صرف
مسلم مخالف ہونے کا تصور نادانی ہوگی۔ ابھی تو یہ معمولی آندھیاں ہیں انہیں ایک
بڑے طوفان کا سرچشمہ ہوتے دیر نہیں لگے گی۔
